having performance issues in gta 5 45-60fps constantly stuttering and no matter what settings always stuttering cpu usage in gta 5 is 70-75% while gpu is always at 16%

From what it looks like, it will. What is your per-core usage like when gaming? If atleast one is near 100% the CPU is the limiting factor.

Also, don't expect a new GPU to increase your framerate a. Your CPU will bottleneck the same no matter the card.

To be sure, turn down your resolution temporarily to ~500x500. The FPS you receive there should be your CPUs limits. If you desire better framerates, you'd need a CPU upgrade. A GPU upgrade will only increase the graphical settings and resolution the game can be played at while maintaining a framerate goal.
