Is 400w PSU Enough for 1070?

Did you check the PSU he already has though?

System is estimated for only 350 watts, (that's including the overestimation for safety) the one he has can push over 400w.
 

Yes its a nice fanless 400w PSU with a 33amp 12v and should handle a 1060. The 1070 tho needs a 450~500w.

according to that chart it only draws 161Ws.
450-500 covers ANY single gpu system.
But if you actually look at the numbers, and for the system he has, 400Ws is enough.

They wouldnt't put 2 pcie 6+2pins on that PSU if it couldn't support a GPU that drew that much power.
