Low FPS (40-60) when gaming on a decent PC

Specs are
AMD FX 8350
Nvidia GTX 1050 ti
8gb of ram
I feel like I should have higher frames :/ I play on High Settings.

I am using the MSI Gaming 970 Gaming
I am using an Acer 60hz monitor with a 5ms refresh rate.
I expected to have at least 80-100 without huge frame drops (This happens a lot)
