I'm trying to upgrade a very old emachines et 1831-05 to a very low budget LAN party build. So I replaced the Celeron 450 with a Core 2 Quad Q6600. Everything on my PC turns on except for the display. The speakers are on, the dvd drive still opens when I push the button, and the fans still spin. I even tried to reset the cmos and still nothing on the screen.

Here are the system specs:

GPU: None yet
CPU: Intel Celeron 450 (old) Intel Core 2 Quad Q6600 (new)
PSU: some generic 250w PSU? (will replace)
RAM: 3GB DDR2 800mhz (will add another gb)
MB: don't know what model but it's from an emachines oem system
OS: Windows 10

You are changing from a 35W CPU to a 105W CPU. That motherboard may not support that power requirement.
These are old threads about the same board :

That last thread says the motherboard supports a maximum of a 65W CPU ...
