Is it normal if my PSU fan is not turning when my build is still incomplete

Is it normal if there's is no response to the Power Supply if my build is incomplete ? I haven't brought a CPU and just wanted to test the GPU card lightings but the problem is when I press the power button nothing happens,my Power Supply fan is not turning, nothing is turning on.
 
Solution
I would suggest the cheapest, 2-module 16 GB DDR-4 RAM kit you can find, and the highest end CPU that fits into your budget. Since you've a GTX 1080, you would be best served by something along the lines of a 7700k, so you don't end up underutilizing the graphics card in most games.
You need a CPU for the motherboard to power up the system. If you want to power on the power supply without a CPU, you need a power supply tester.

Without the CPU, even if you can supply power to things, you can't do anything whatsoever with them, as the CPU is required to process all of the instructions for the proper functioning of the computer, including the graphics card.

So right now it doesn't mean my PSU is not working it just need the CPU to make things works is that correct ? Like the PSU Fans to start running,GPU Cards lights start flashing is that correct ?

That's correct. Nothing is going to start unless you complete the build with a CPU, use special test equipment that can run the individual parts, or you know how to hot wire it, which I don't recommend due to your inexperience. Just don't wait so long to complete the build that you fall outside of any warranty periods, unless you have no choice, in case a component does need warranty service.

You haven't mentioned RAM, but that is also a necessary component for the system to function. While the system will power up with a CPU and no RAM, you will not get video output or be able to operate any of the components. The computer will fail to complete the basic POST test and will halt any further boot progress.

Yes I am very new to this PC build and I very appreciate you came to help me,My parts are still very new just came in last week except the graphics card (GTX 1080 Founder's Edition) which has 1years and 4 months left which my friend gave me as a present for this build unfortunately I haven't brought my RAM yet due to my tight budget limits
My build (Currently)
H110M-K Asus motherboard
Nvidia GTX 1080 Founder's Edition
A 80+ Bronze Power supply 500W
Can you recommend which Processor and other parts which best suits my build ? Budget wise I'm not going over 500+ USD for the build
