Card Reader not working

Need some help please.

I have a computer that was working great after I put into my desk build, with a few tweaks. I have put Windows 7 on it with no problems. Now, that I did a Windows 7 fresh install recently with a larger SSD, I can't seem to get my card reader to work when it was working just fine.

HP 700-210 with Jasmine motherboard - Downgraded from 8.1 to 7 fresh install.
Windows 7 Pro
SSD Hard drive
Rosewill 5.25" card reader with USB 2.0 and 3.0.

Device Manager shows:
Generic SD/MMC, Generic Compact Flash, etc.

Computer Management-Disk Manager show:
Each of the drive/slot openings in grey with no options.
If I plug a card in, the disks disappears.

Any help would greatly be appreciated.

Tried the HP drivers from there site. Says computer doesn't meet requirements.

Plugged the OEM case card reader in on "USB3" while the Rosewill is plugged into "USB2" or "USB1" and it is working.

Still can't find the issue, but just upgraded to Windows 10. It still doesn't read cards, but the USB 2.0 ports work.

Tried something out of the box!
Left the Rosewill connected, plugged the OEM reader into USB3 on the board. Guess what, both work reading cards.

It has to be something with the motherboard or BIOS. I can't figure out what I did in the past to have it work after a Windows fresh install to get the Rosewill to work, but for now. I have the OEM reader sitting inside the case hanging to get the Rosewill to work.

Any ideas?
