Can I move Steam games to another HD and format my old drive?

Okay, here is my question...I have Steam installed on another HD. (Not my C: drive, but it's on the same drive I have all my games installed on to) and I want to move all my games to a new HD and format the old one afterward. Now, I'm aware of this method: https://support.steampowered.com/kb_article.php?ref=7418-YUBN-8129 BUT it doesn't mention anything about formatting or removing the drive that you have Steam originally installed on to. From my understanding, it seems this method just moves the directory folder, and that's it. So if I perform this method and format the drive, Steam will no longer exist and those game will no longer be connected to it. So is there a method where I can move both Steam AND my games onto another drive and discard the old drive? Any feedback will be appreciated. Thanks.

you can move the library wherever you want. for example, my windows 10 install is sharing the same library as my windows 8 and 7 installs.
I installed windows 10, installed steam, and told steam where the files were that the other two were using. after directing to the proper library I clicked on install for each shared game. steam checked the files in the library and determined the game was installed. repeated for each installed game.

the same process will work for you as long as you keep your library safe.
copy library off of main drive.
install new OS to second drive
install steam
move library to steams default location
install (will not need to download anything) each game, file verification may take a bit of time, but its less...

once validation/install is complete play a game.
if happy format first drive

do not worry about saving your steam install as reinstalling and logging in will sync from steam to your PC.

Take note that several steam games don't have their savegame folders where they're installed so unless they're cloud saves, you need to find where they're stored...
Sometimes they're in your windows user folder, other times in a games folder, or even somewhere in your documents folder... kinda crappy eh?
