i5-6600k 100% CPU usage in nearly every game

Ok, im so sick of this problem.
I've read so many threads stating this should not be the case for the i5-6600k.
I play games usually at 144fps and whenever the CPU peaks at 100% every game just stutters so much. Im talking mouse stuttering where I cant turn the camera in the game making it unplayable.
Why cant my mouse move during these instances of high CPU usage, how can I fix this???

I can tell you right now that I have already tried multiple things with no avail. Though any suggestions would really help as I want to narrow this down and fix this problem.

My System Specs are:
CPU: Intel i5-6600k
GPU: Zotac Geforce GTX 1070
RAM: G Skill DDR4 8gb x2
MB: MSI Z170A Gaming M5
PSU: EVGA Supernova 850 B2 850W 80+ Bronze
SSD 1: Samsung 850 Evo 256gb
SSD 2: Adata SU800 256gb
HDD: Western Digital Blue 1tb
CPU cooler: Cooler Master Hyper 212 Evo
CASE: something I found at a resell store

I've had this problem in The Division, Overwatch, Lawbreakers, and a few others. Basically whenever the game uses 100% of the CPU the problem occurs.
I too regret not getting an i7 as I've tested these games with an i7 using very similar hardware (same GPU and everything else just the CPU being different pretty much) and havn't gotten those obnoxious stutters but instead just the usual framedrops.

I cant emphasize this enough but the this is worse then just typical framedrops!
 
The answer seems pretty simple. If the CPU can no longer keep up with things because it's being overwhelmed, performance will suffer.

Unless your mouse input is being handled at a dedicated hardware level, which really isn't happening, what do you expect to happen when the CPU can no longer service the mouse driver in a reasonable amount of time?

Core i5 CPUs are perfectly fine, but they have their limits.

You've tried an i7, and it doesn't exhibit the same issue. I think the solution is pretty obvious.

Yes temps are stable, I rarely go over 51C with my cooler and my circulation in my case is fine.
I have tried installing windows from scratch.
Also what do you mean by "if the upgrade was recent and you went from one chipset to another".

Yes my monitor is that exactly. Now I'm actually fine if the i5 doesnt reach 144fps in everything, i can always lower it a little and still play a game but the problem where the mouse stutters still persists due to random spikes in CPU usage to 100%.
So its not really the fps that is the problem but instead why the i5 basically ignores mouse input every now and then.
I've never seen anything like it on other machines that dont use this particular i5 and it only happens on this computer I personally own.

The i7 i tried still gets fps drops typically in the games I've tested but without this strange stuttering issue.
You're very right that I could go out and buy an i7 and maybe have it fix. But does an i5 really get bottled this easily and how come only the i5 has this stuttering issue?
Its really just the that issue that bothers me in these games making them entirely unplayable. Thats what I want to find out and see if theres a fix without going out to buy new hardware that MAY result in a fix.

A 6600k can't push 144Hz in modern, demanding games.

I have absolutely no clue why some people still coin i5s as being the ultimate gaming chip...

OC it as far as you can and hope for the best.

After my time using this i5 its definitely true that its not meant for 144Hz gaming. But still why the hell does my mouse stutter all the time when this never happens to my laptop or my friends computer?!

Have you set your game at a higher priority in task manager?

Yes but all that really did was actually make it worse. The stuttering occurred more frequently.
As a side question, does anyone know if Antivirus programs could be causing this?
 
Antivirus software can be disabled to test whether it is causing your issue. If you're concerned, disable the software running on your system and see. You're not going to catch something all of a sudden because you disabled it for a few hours to test your games. You also have to take the results on a case-by-case basis, as there are edge cases where software may be malfunctioning.

Then that may be your main problem.

You see, when the CPU is pegged at 100% the OS has to make decisions on where to put CPU horsepower.

When you tell it your game is of utmost importance, it will give the CPU cycles to your game, which will cause stuttering with your CPU-cycle starved mouse.

Well I dont usually have the game on high priority, I would rather not have to change the priority every time I open a game or download a program to do that for me. Also I have tried playing the same games on low priority and while its more functional it still really doesnt help and continues to be a problem if not nearly as frequently as normal priority.
Is there any reason this only happens on this particular computer I own?
Playing on say my friends computer does not have stuttering but instead just the typical framedrops.
 
If the hardware in your computer is the same as your friend's computer that isn't exhibiting the same symptoms, and you aren't otherwise experiencing hardware based problems, the problem is software based. At this point, once you've configured your software to match that of your friend's, you'll be getting the same performance as your friend.

Setting the priority of your game through Window's Task Manager is not the solution, or even a good solution. Windows does a good job of prioritizing and scheduling processes on it's own.

I think it more or less comes down to the 6600k simply can't keep up, which means you are forced to upgrade or live with the issues.

Are you running Windows 7, and are you using Samsungs "Rapid Mode" ? If so, try turning that memory cache program off...
