Asus p6t deluxe v2 has power and reset switch lit up but only boots when psu test button is presses

My asus p6t deluxe v2 has lights on power button and reset button but nothing happens when I press the power button, it will only boot when I press the PSU test button on my dell 525w psu, I have tried booting into bios and resetting all my settings but that didn't work, can someone tell me what's wrong
