No power to USB on startup GFX card is doing 67500rpm

Hello,

I have followed the checklist, stripped it down to bare minimum, one stick of ram then the other stick of ram, checked all the connectors. This isn't my first build but I'm a little stumped. First motherboard was faulty, inserting the 4 pin cpu plug caused the system to do nothing so I've ordered a new motherboard. Now the cpu fan spins up fine, the case fan does also, the USB sockets look like they're being powered, albeit the mouse doesn't stay powered for long. No video output from either the motherboard or card. Any ideas?
I should also say that the motherboard has a glowing orange led over it gradually coming on then off then on then off. There are no beeps. The PSU passes thepaper clip test.

Update, this is proving to be one of the worst builds I have ever had to do. So I RMA'd the PSU, and the RAM and the CPU. Got new ones of all three.

This time the PC starts up, I can use the USB powered keyboard and mouse in the BIOS no issue. When I load the windows boot USB in the splash screen all USB functionality is disabled and I can't use them at all. They turn off. In the BIOS however they function fine. I've cleared the CMOS, checked that the USBs are enabled in the BIOS. There also seems to be an issue with the video card now too . The fan is intermittent, comes on for a couple of seconds then off for a couple of seconds which I have not seen before. BIOS is also reading that the CHA1 fan is doing 61363 - 67500 RPM.
