You realize that for that budget he can throw in GTX1080 even with AMD. And GTX1060 is no way good for intense gaming with Mods included.

If you play GTAV you'll get 60fps. If you add in mods then you might need to make small changes to settings to keep 60fps. However, the 1060 is more than capable for 1080p gaming. However, since you seem to like mods then you could bump up to a gtx 1070. It'll allow you to go mod crazy and still get your 60fps.
 


Even-though GTX1070 has got bit better prices than before it is still $100 over priced and the difference between GTX1070 and GTX1080 is only of $60 which makes GTX1080 better option as it performance nearly 30% better than GTX1070 for only 15% more price. GTX1080 is the best option he has for his budget.
 


Jumping from a 1060 6gb to 1080 is going from $300 gpu to a $550 one. That's quite the price jump. There are some good 1070s for $475 though.

I think OP needs to consider monitor resolution and whether he will upgrade the monitor to 144Hz or 1440p.
 


The point is about performance first and price second(while maintaining total budget around given limit). For 1080p gaming going for GTX1060 is bad trust me on that. When choice comes between GTX1070 and GTX1080 the price difference between them is half when compared to performance gain you get from going with GTX1080 instead of GTX1070. Even with GTX1080 the build is still in OP budget range. So it is good to go.

When giving a build we should always try and provide a list that could last as long as possible for minimal budget push. In this case if OP goes with GTX1070 it will require upgrade in 2-3Yrs. But with GTX1080 he can push the system for 4-5Yrs. Spending bit extra to get 1-2Yrs longer performance gain is lot meaningful.
 
@King Dranzer. I get the gtx 1080 is better but I don't like overkill. I love getting what meets ones needs. In the last 5 1/2 yrs I have owned 2systems (current cpu/mobo is 3 months old) but have owned 4 GPUs. I have upgraded and sold each one. My needs changed and I got exactly what I needed and didn't waste money.

A $550 GPU today will be a $200 GPU in 2 yrs. Higher end GPUs get taken over fast. So buy as the need allows because a much better GPU will come out at a cheaper price.

My brother has a 1060 3gb, not 6gb, and is extremely happy with it even after 6months. He is always wow'd at it...1080p gaming. It meets his needs and had no interest in spending more. He'll keep it for a while from what I can tell. But even if he upgrades and sells it it was only $190 to start from.
 
I would spend $520 once in 5Yrs instead of spending $250 two times. Once a build is done I want it run the games smoothly without requirement of upgrading the hardware from time to time. It is pain for me. Guess I had i7-960 and GTX295 SLI build which lasted good 7Yrs at 900p before I upgraded(I should have waited one more year that was a mistake). Played all games including GTA V at near to High settings at 60fps+ and Very high 45-50fps+. That was worth what I spent for.
