[NEW BUILD] Computer Crashes on boot (Watercooled)

So a little back story to help with this post,

I bought all of the parts brand new and started to put my PC together.
Components:
Case - Core p5
Mobo - TUF X299
GPU - 1080TI EVGA (Watercooled with Phantex LED Block)
PSU - Thermaltake high watt (believe 850) LED
CPU - Xseries i7
SSD / HDD - Samsung SSD, Seagate HDD
hardline tubes
EK waterblock for CPU and ek Radiator
MONITOR - Acer Predator 144hz 27inch
So.....

I put it all together, everything went well, i try to boot my PC but my monitor gets a "No Signal",
So i check my MOBO for any hints as to whats the issue and the VGA Light on the Mobo is glowing a solid white (Read the manual and it says this is a GPU Issue). So i unplug my 1080Ti and put in my old 660Ti to see if that makes a different, it did, i got it to boot however, it then black screened just before login screen and the white LED comes back on the motherboard.

I bring my GPU 1080Ti over to my friends house to check it in their PC and it runs fine and i even test it on a few games and it doesn't crash.

So i now take it back home VERY CONFUSED and i plug it in and re boot my PC to find it now launches. I get into windows and install my GPU driver for it thinking im all okay. It then crashed and is now stuck in a crash loop when i boot my PC, the motherboard also now says there is a GPU error again.

I'm really lost on this and have tried to include everything necessary for ppl to help me

To confirm:

I have also tried changing RAM, just in case :) but no change (seems obvious but wanted to check)


EDIT #1: So just to make it clear, When it boots i can still access and use the bios without the system crashing (using the 1080TI as video Output).

So I came home from work and turned it on yesterday just to make sure it was still the same issue i mentioned in the post above:

It boots straight to windows and lets me log in with no errors. So i install the Nvidia drivers and all other drivers needed etc and go to sleep. I wake up and it crashes on launch and windows "fixes" it by basically wiping my SSD and now i can boot but everything is gone. So i re-install all my stuff and now its managed to get stuck in a repair loop. Please anyone got any more ideas??
