Random hiccuping/stuttering during normal use and gaming.

My computer has been randomly/hiccuping randomly for about a month now and I have tried just about every solution I've found online and nothing has worked (not even turning off game mode), any suggestions?

Specs:
I7-7700
GTX 1080
Windows 10
850W Power Supply
120 GB SSD
2 TB HDD

I've turned off intel turbo boost, I updated all drivers, turned off all unnecessary background tasks, clean windows set up, turning up fan speed, defragging, and reseating everything.

I've got an EVGA 850 B2.
