Insane CPU temps with water cooling

My 7700k cpu overclocked to 4.8ghz at 1.424V is thermal throttling with my really expensive custom water cooling setup. Achieving temps well over 95C. I have 2 radiators and I barely feel any heat output when the processor is under load, unlike my graphics card. I don't believe such high temps are normal for a $700 custom loop. I've tightened the water block and applied enough thermal paste. I know that the 7700k is a hot chip but this is absolutely ridiculous. Is there anything I can do? Any and all help would be appreciated.

All I can say is RMA the thing. That really sucks but you probably got a faulty unit somehow.

I have a D5 pump running anywhere between 60% to 100% speed depending on gpu temp with only about a 1-2 degree delta on the processor. I can physically feel the water moving through the tubing and radiators.

Are you sure the cooler is making contact?

I use a EK supremacy Evo block which is compatible with lga 1151, I applied 2 grains of rice amount of thermal paste and tightened the block to the built in stops on the cooler. There should be no problems there. I'm starting to lean towards what you said earlier about a faulty product. :(
