Weirdest CPU/system instability i have come across.

PC only stable when a game or benchmark is running in the background

When pc is idling or have a light load it crashes. Right now i use valley benchmark at lowest possible settings at 640x360 res. for "stability" .
So i have never seen this weird problem before and i cant find out what the problem is. everything is pointing to the MOBO or CPU. But i dont know why its stable when i have a heavy load going in the fore or background.

Crash: PC gets random soft locks. i can consistently recreate it, takes between 2 min to 1 hour. If i watch a youtube video or a movie on VLC, video locks and audio "loops" in a buzzing manner. sometime screen goes black and only hard reset works. when this happens BSOD screen has a tendency to never show up. sometimes it goes straight to BSOD.

Specs: Rampage black edition IV @stock for exclusion of parameters
32GB kingston hyperx 4x8GB DDR3
ROG strix 1080ti
840 evo and a hdd.
Corsair AX1200, RM850 for testing

Lets go through what i have tried

Software: I have tried updating all drivers. didnt work.
tried cleaning drivers and reinstalling. didnt work.
tried installing windows. no dice. Nuked my ssd, removed hdd for simplicity, then installed windows again. nothing.

Hardware: Custom cpu loop, max temp 60 c*.
I tried with 3 different gpus, not the culprit. (Zotac amp extreme! 1080 sli, zotac AE! 1080 ti and the Strix that i have currently) used DDU after each change
Checked Memory in a different system, working perfectly.
re-seated the CPU.
changed PSU to exclude it.
Updated BIOS to newest version.
tried booting with only one stick of memory, tested all off them.

I hope someone can help me cause this is the most interesting problem i have come across. At least i'm learning more and more.
