How am I still able to use my internet?

This is a strange question. I had some health issues so obviously I chose not to pay my Internet bill so I could afford the essentials. well my internet's been "cut" but for some reason I can still watch YouTube, upload videos, download videos and even stream, but only through one Internet Explorer window. No other programs can access the internet including apps like Steam, Discord and Uplay. I guess my question is how is it still possible that I can even access YouTube through one Microsoft Edge window and at full speed? No I'm not asking how to access the internet illegally I'm just so curious as to how it's even still possible that I'm using the internet at all right now?

How have you determined "your" network?

What devices are you connecting to and from? PC., tablet, routers...

I'm connected directly to my wireless router through Wi-Fi. Either way if I were connected to my neighbors I'd be able to access more than YouTube. It's really the only thing I can access. Any other website or steam gives me a please call AT&T message.

Ok I have a strange but awesome update. I can now download/update games on steam too. The method is strange. On a hunch I decided to connect to my phones hotspot to get the download started. Once it starts I switch over to my wireless gateway and boom I can download full speed over my wifi. I still can't figure out how this is all working bit I'm extremely happy it is.

I may never know how it was working. My health finally recovered and through a ton of OT I've paid in full but have a new provider with faster speeds. 120 down and 12 up which is freaking awesome. Thanks for trying to help though. Strange situation but it was awesome having it work at the time.
