It will still drop into lower power states when the system is idle - just maybe not go as low as it would with a balanced or power-saving setting in Windows.

Task manager shows what speed it's at right now. If you still have power-saving options enabled, the CPU won't run at the clocks you set when it's idle or partially idle; it will drop to a lower power state, running at lower clocks and voltage.

To see the overclock in action, you'll have to run something that stresses the CPU.
