CPU hitting 90c in Bios on new build!

Hey! I've just built my first pc and am having an issue with CPU temps. I've researched thoroughly for a month and carefully picked my parts, pcpartpicker was happy enough with the compatibility (-:
So, I've painstakingly installed everything and went line by line with tutorials but my cpu (7700k) is reaching 90c after only 2-3 minutes in uefi/bios. I've tried to adjust settings in bios but cpu still races away. Cooler (NZXT Kraken X62), standoffs and cables seem to be installed correctly on mobo (Asus 270e), cooler power directly to psu sata, 3pin from cooler to mobo "cpu cooler" pins, case and cooler fans all running and power is going to cooler. Case is still fully open. Cooler has direct contact with cpu and has pre-applied thermal paste (paste is not the issue i'm pretty sure due to dramatic temp increases)
Do you think i've a faulty CPU? I wouldn't imagine the temps should increase so fast only on bios even without any sort of cooling

Would really appreciate any help!

Thanks all! I've turned the machine on and ran it had 7 or 8 times until it reached a peak stable temp, each time the temps are getting lower and lower and the gurgling pump noise has been decreasing. After doing this numerous times the pump is now almost silent and the bios cpu temps are now 35-40c @ 1.136v. So much better!! I'm assuming there was an airlock or something in my cooler and running it hard over a period of time seems to have resolved my issue.
One last question, is 35-40c @ 1.136v in bios acceptable or should I be aiming slightly cooler? I'm gonna install windows now that temps are stable, didn't want pc turning off due to cpu temps mid install

Did you plug in the pump and fan header to your motherboard?

Did you install the cooler correctly?

Can you feel the liquid movement when you touch the pump?

90C in BIOS indicated there's something wrong with the cooler.

With no CPU cooler, your CPU already fry and maybe your miotherboard socket fry as well within 10 secs.

Thanks! Removed cooler and re-fitted. Temps still rising but more gradually, 70c after 3 mins in bios and slowly creeping up. Could it be that the thermal compound pre-applied on the Kraken went bad or something? There was good coverage on the cpu when I removed the cooler. I've ordered more paste just in case

Did you clean the thermal compound with micro fiber cloth and isopropyl alcohol before re-sitting it?
 
70c doing nothing in the BIOS is abnormal...unless you are running 1.35V core voltage and locked at 5 GHz, perhaps...

I think my non-delidded sample is relatively 'normal/good/typical', with (using Noctua NH-D15) 33C in Windows idle, 53C in Linux stress testing w/ stressNG package, 60C in 1080P gaming, 63C in Intel stress test, 71-73C in Prime95/small FFTs...
