Will my rig be able to stream to Twitch? With bad internet?

My specs:
CPU: Intel Core I5-6400
GPU: GTX 1060 6GB
RAM: 32 RAM

Now I use OBS to test my streams but when I play back the streams they are kinda blurry and pixelated. I use OBS with these settings:

My internet is so bad here is that:

So I tried to use the NVIDIA encoder in the screenshot coz my GPU is good but my CPU is not. Should I do this or not?
Just want some tips on how to TRY and stream 720p streams with no buffering for viewers? Or is it not possible?

If you think you're paying for more than you're getting, get in contact. I use TalkTalk and at the start we were getting much lower speeds (20 Download, 10 Upload) than we were paying for, so just called them up and complained about it. A week later we were (and still are) getting 75 Download, 25 Upload. Also did the same thing with our last provider and they did the same too, so you'll most likely be helped out.

With that upload speed streaming is going to be difficult no matter what. Also, switch to OBS Studio, much more updated and a lot less bugs, you'll get better quality. I'm sure streaming could be possible if you use a lower bitrate though, it would just mean much lower quality too.

Oh right, I also tried using OBS Studio but it seemed terrible compared to this one but idk. I just want to be able to stream nice 'watchable' quality streams.

Definitely recommend using Studio, I used classic for a long time after Studio was released and I started to run into problems and didn't want to change to Studio either because I was so used to it. Once you get used to Studio it's so much better. I don't know where you live but that upload speed might make it pretty difficult to stream at perfect 720p, I'd say you can give it a try to see how it works, get a friend to watch while you test to see what it's like for them. There are some great vids you can watch on streaming with low upload speed

Right okay, I live in the UK and my ISP is Sky but I don't know why my internet sucks so bad I am pretty sure I should get more. But alright okay I will try and use studio. Thanks.

Yeah I figured about that for my CPU. I may upgrade my CPU to an I7-6700K.
