gpu will not exceed idle clock speeds

I recently installed msi afterburner and after doing so whenever I run a benchmark or try to play a game I get horrible fps (3-4). Afterburner is showing my gpu usage as being at 100% but my clock speed being at 300 ( I have an r7 360 and normally it idles at 300). Anyone have any suggestions?

Did you messed any settings in MSI Afterburner? Try pressing the "Reset" button to restore all settings and clock speeds. Also try checking your AMD panel and restore those settings as well in case anything is messed.
