Computer Is Booting Twice

My 1600 works fine, cleaned it, didn't short out my mobo, however it boots twice. On the first boot, the CPU fan spins fast for a couple of seconds then it reboots and now the fans are running at a normal speed. Is this normal?

This is pretty much completely normal

at least my PC does this also

though I will say the PC is not booting twice it's because of how a PC turns on

First your power supply loads the PC with power and that's why your fans run fast
Next it loads in your bios settings and brings everything down to a reasonable state
