Stuttering/unsmooth feeling in all games, with high fps.

Firstly i would like to say i've had this issue for months now and can't seem to fix it ... i've tried reinstalling windows 10 and am now on windows 7, still facing the same issue.

I'm kind of a noob when it comes to pc building/driver installing, and i also don't really know how to start eliminating possibilities for my problem.

My build is:
Windows 7
Asus Z170-a
i7 6700k
gtx 1070
16GB ram
250GB ssd, 1TB hdd.

I will try to give any information needed to solve this problem. Like i said i've been at it for months and am totally at a loss... I'd like to enjoy pc gaming again without this constant stutter.

(Also i would like to note that i do have v sync off, my refresh rate is on 144hz, etc. I'm not entirely clueless xd)

Use HWmonitor or MSI Afterburner while playing a game, to see the usage/temps on cpu, gpu, memory, power etc
see what happens when the stuttering(fps drop) occur.

But first, clean out any dust on you fans. Use q-tip and/or compressed air. It might just be high temp,
when using either program I wrote above, if you get high temp on the cpu, you might need do reapply thermal paste.
Most people forget that this will evapurate over time.
If you need to repply paste, remember that with thermal paste, less is more. and completely remove any trace of the old one, before applying the new one.

Take out all your RAM, place one in and test and see if the issue persists, if so remove it and test with the other RAM.
If your computer runs smoothly with one of the RAM installed, this means the other one is faulty.

Also check your computer for malware:

Make sure your CPU cores are not parked:

Go on speccy and make sure all your components are there and no pieces of hardware are missing.
Also under the graphics section, what does it say under 'name'.
Make sure your Monitor is connected to your GPU and not motherboard.

Unplug your GPU and try playing some games on integrated, the fps will be low however there shouldnt be any stuttering at all. If so, this means your GPU is faulty. If it continues to be suttering, plug your graphics card back in as we now know that isnt the issue.

Using afterburner i don't really see anything unsual as far as temps/usage goes. When i'm playing my cpu usage in core 1 is often sitting at 85% or around there, but i'm pretty sure that's normal right?

Just checked for malware, it didn't find any. My cores were already unparked. Speccy shows all my hardware. I haven't tested gpu yet, i will do that in a bit. Testing ram now will reply back shortly.

I actually now think this is some kind of throttling issue with my cpu. Here are 2 screenshots of my afterburner after a session of PUBG and csgo.

Both games, my cpu always stays around 60c and whenever it goes above 60, it quickly tries to get back to that solid 60c. I don't know how to stop it from doing this though, any suggestions?

have you disabled cool'n'quiet in bios`?

Cool'n'quiet will automatically manipulate the processor's voltage at certain times in order to decrease the amount of heat produced by the processor, which can lead to some instability when overclocking. Any noise reduction would depend on the CPU fan having certain mechanisms where the system automatically reduces the RPMs either by BIOS-governed voltage regulation or PWM (as with a 4-pin motherboard connector) and thus doesn't necessarily guarantee that the fan will spin slower just because there's less heat. Disable it.

Not sure about this, but change the power plan to maximum performance.

If it dosent help, just change it back to balanced

Intel doesnt have cool'n'quiet, it has something called intel speedstep if i recall correctly. But yeah i turned off all cpu power saving in bios (c-states, speedstep) and put high performance on power manager, aswell as unparked :/
