My pc wont boot up without holding the power button for 30sec

So this is the situation: When I try to turn on my pc it goes on for a couple of seconds and then it shuts down itself, after that it restarts and for a couple of seconds the screen turn on and I can see a blinking bar and a bigger version of the mouse cursor. Then again it shuts itself down and keeps on repeating this scenario.

The only way I get the pc to start is by unplugging everything, holding the power button for 30sec and then the pc boots up, after that I can use the pc like normal (play games etc) and there is no sign of any problems, but then again, when I shut the computer down and start it again the same thing happens.

Pc parts:
i7 4790k (not clocked)
gtx 1070
mobo: Gigabyte GA-Z97P-D3 Intel Z97
psu: fractal design 650w gold

Is there anything I can do to fix this problem?
