I Heard that Laptops with The socket Code BGA1168 There CPU is Soldered into The motherboard, I Have Intel core I5 4200U
My Laptop is Dell inspiron 15R-5537
So Is There any possible way to upgrade my CPU to I7

It is possible but you can not do it yourself the CPU pins are soldered into the MB pins it can be repaired by the Service center.
but i think you should stick with it now its little complicated .....
