Just built a new pc need some help

So I just built my new pc everthing works fine bios is up to date but as soon as it says starting windows I can't use my keyboard or mouse just stops working can't login can't do windows repair can't do a clean wipe and help here also this hard drive was used in my old pc which had windows 7 64 bit and everthing all ready installed on it

New mobo is the key. If it isn't EXACTLY the same mobo and same bios version, you run into issues. Think of it this way. Drivers are the software glue that allows Windows to communicate with the physical hardware. If you change the hardware, the drivers have to change, too. The best way to do that is a clean install of windows and the drivers for the new mobo.
You can't just pop in a drive with Windows from another PC. All the drivers are different. You need to do a clean install of Windows and all your software. If you have a good backup of your files, you can do a clean install on the drive. If not, get a new drive and clean install to the new drive. Be sure that the old drive is NOT hooked up. After you have everything working on the new drive, then hook up the old drive and you get your files.
