Upon turning on my PC, it goes straight to a black screen with a blinking underscore similar to the windows command prompt, but can't type anything.

The PC is set to boot to windows 10, which was just recently installed on that disk.

In BIOS the drive is recognized and it is chosen to boot to that device, but it just goes to this screen with the underscore.

Any way to fix?

I unplugged all devices except monitor and power cord, and nothing is in the DVD drive. Still sits there with the blinking underscore even after a few minutes. Any thing else I can try?

You usually get blinking underscore, when bootloader partition is not active.
Boot from windows installation media into command prompt,
to make partition active execute:
  • diskpart
    list volume
    list disk
    select disk 0
    list partition
select partition x (need to select bootloader partition)
    active
    exit

Post command output, if you can't find bootloader partition.

BTW - was windows installed on this computer? Or on some other and disk got placed into this computer?

Windows was installed onto the drive on another PC. I'll let you know what the result of this is.
