Time to Upgrade and I Need Help

It's been a few years since I built my first PC, and now I'm interested in upgrading - specifically my GPU. Here are my current specs:

CPU: Intel Core i5-4690 3.5GHz Quad-Core Processor
Motherboard: ASRock H97 PRO4 ATX LGA1150 Motherboard
Memory: Team Vulcan 8GB (2 x 4GB) DDR3-1600 Memory
Storage: Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive
Video Card: XFX Radeon R9 280 3GB Double Dissipation Video Card
Case: Enermax OSTROG ATX Mid Tower Case
Power Supply: XFX 550W 80+ Bronze Certified ATX Power Supply
Operating System: Microsoft Windows 8.1 (OEM) (64-bit)
Monitor: 23 inch Dell that supports full HD

I'm hoping to keep any and all upgrades under $350 in total. My goal is simply to continue having the capability to play newer games with maxed 'in-game' graphics (no overclocking or mods) at decent FPS (or high settings with good FPS). Currently, I'm able to play games like Witcher 3 with maxed graphics and no issues. The game I'm most concerned with is Shadow of War; I don't buy games often, but I'm amp'd for this one and want to be able to play it to its fullness.

As said, I'm planning on devoting my budget towards a newer GPU, but I am open to other necessary upgrades as well, as long as it doesn't soar past my $350 cap. I've little interest in VR and the likes.

Thank you for all the help you're willing to offer. I'd figure all this out myself, but I'm not to the point that I know what's best for my budget or how well what I'd pick would mesh with my other hardware.

Only recent GPU under 350 USD right now is the GTX1060 3GB, and while its decent its not a huge upgrade when coming from a 280. If you can get your hands on a second hand R9 390 for ~300 you have a better upgrade imo.

Okay, I will consider that for sure. I'm willing to push my budget a smidgen if it makes the difference in having a "huge upgrade".

Yeah, i know the feeling but its not going to happen.. Because of AMDs ridiculous low stocks and the mining craze a better card then the GTX1060, par example the Rx570, is not available for less than around 320 USD (where its MSRP is 180 USD for the 4GB). Maybe you find a GTX1060 6GB somewhere for ~270, which would make a difference in heavy texture games. But thats the best you can get, I'm also having the problem of not finding anything better.

I'm thinking about going to the RX 580, when it's available and the inflated price returns to normal. Is that a decent upgrade for me, and will it jive with the rest of my hardware?

I looked at the GTX 1060, and it seems to be on par with the RX 580 according to some articles. Thoughts? Whatever is a good upgrade for under $350 (retail) is what I'll go with. If I have to wait on the price to return to normal on said card, I will.
