PSU connectors 28 to 24 pin connectors

Can anyone explain why a Segotep 550w PSU full modular unit has a 28 pin connector from the psu and 24 pin connector on the motherboard..is the function similar to a 24 to 20 pin psu to mob?

It's not a brand I'm familiar with, so I'm only guessing here. Just because it plugs into the board with 24pins doesn't mean you need 24pins on the end that plugs into the PSU. By using extra wires you are allowing more voltage to go them without the wire heating up as much. (personally I'd just use a thicker wire.) As long as you have the 24pin or 20+4 pin that goes into the motherboard I wouldn't worry about how many pins are on the PSU side. Just make sure you plug them into the right spot.
