Power on, no video

Turn the computer on and all fans spin including the gpu's fan. But no video. Screen comes on like there is a signal but it's dark.

Everything was working fine until I used compressed air to clean things out. I inspected all connections and slots and it seems things are ok.

Now, when I turn the power on everything turns on and my monitor comes out of power saver mode but the screen is black. The power light comes on, the hard drive kicks on briefly but then it doesn't boot any further. No onboard video


Specs:
AMD FX-6350 stock speeds and stock cooler
MSI 970A-G43
16GB DDR3 Ram 4*4GB
500 and 1TB HDD's (both turn on but seem to stop spinning.)
AMD Radeon HD 5770 1GB AND MSI GTX 1060 3GB card (not at same time)
Raidmax Thunder V2 535W psu (Seasonic S12II 620W on the way as an upgrade)
Windows 10 x64 pro
Unknown type Apevia Case with 1x 140MM front intake fan, 1x 200MM side panel intake, 1x 120MM rear exhaust, 2x 120MM top exhaust fans.

Things I've done:
1. Checked the ram, it all works in another computer though that computer is a USFF Dell optiplex so it doesn't have space for checking much else.
2. Gpu can't be checked due to no other computers in the house. (laptop's can't accept desktop gpus)
I did put a new gpu in and the same thing happened. Everything turned on but no display.
3. PSU- A new one is on the way, but I don't have anything to check the current computer out, much like the gpu I only have one desktop AND live in the country.
4. I've checked all power cables and such making sure they are all snug.


I DO have a new psu on the way, but am wondering what else it could be and if it's anything else that could be causing it.

My thoughts: I know the psu I have is pretty much crap and am thinking it's not supplying the proper power output. Seeing as the HDD's kick on for a second and then nothing. I thought it was the gpu (5770) due to artifacts during a Benchmark, and due to the fact that after about an hours time of playing Empyrion the game would stop responding and crash. But now I'm wondering, if the psu can't supply the proper power wouldn't that also cause crashes and such? Since the cpu AND gpu could hang up due to lack of power?

I'm just trying to wrap my head around everything right now, and ideas even like minded ones would be helpful.
