Re-apply thermal compound increase temp by 3C?!

So I just clean my ASUS Strix GTX 970 this week, and apply Arctic MX-4 thermal compound with the peas of rice method, and the result of that is 3C temp increase in load. Before it was 71C load, now is 74C load. What is going on here? I thought re-apply thermal compound supposed to give you the same result as you have when you first time power on the graphics card or better, not getting worse.

But the MX-4 is a good non conductive thermal compound, so I should get the same temp not increase by 3 degrees.

It cover the whole died last time I tested how the peas spread on my own before assembly the graphics card and install back to my PC.

Funny thing is, there's another guy that owned ASUS Strix GTX 970 and he re-apply thermal compound with Arctic MX-4. The result is, his temperature increased by 3 degrees. Could this be that ASUS use super good thermal compound?! The ASUS thermal compound looks like cocaine when I first time take it off for 2 years used you know? It dry white, and it feel like a strong grease than actual soft liquid thermal compound.

Mine should get the same result 71C max load instead of getting 74C which is 3 degrees increase. All I do is clean it with 91% isopropyl alcohol with coffee filter, and apply a 2/3 peas size Arctic MX-4 thermal compound. I did tested it to see how it spread with a pea size, and it does covered the whole die.
