New PC will not boot. Blinking light on motherboard. Help!

Hi there. I just recently bought some new parts for my PC and installed them. When I got everything installed and put into the case, I get a blinking light from the motherboard. See the video of it happening here: https://youtu.be/R6Iqgr0dWg4 When I press the power, the fans come on but nothing boots up and I never see anything displayed on the screen.

I've tried clearing CMOS by both using the jumper cable and leaving the battery out for an hour. I've also tried pretty much every combination of unplugging/plugging things into the motherboard and I still get the same issue. PSU was working in my previous build just before this, so I don't think that is the issue. Can anyone tell me what this code means or what I've done wrong?

Here is my system (* means one of the new parts I just got and was trying to install):
Motherboard: ASRock z270 Killer SLI/AC*
CPU: i7 7700k*
Cooler: Corsair Hydro H80i V2*
RAM: 16GB 3200MHz Corsair Vengeance LPX DDR4*
GPU: EVGA GeForce GTX 970
PSU: Corsair CX750
Case: Azza Armour Gaming Case (Mid-Tower)
 
Solution
I found the issue. Turns out I wasn't pushing in my RAM quite enough. After forcing the RAM down it booted up fine and everything works great now.
Can anyone tell me what this code means or what I've done wrong?
Your motherboard manual can tell you what the light means.

Do you get any beeping sounds?
Often used diagnose PC hardware issues (beep code meanings are in found in motherboard manuals and are not universal)

There is no beeping at all. The motherboard manual has no information on blink codes. I'm not even sure what hex value this would be either (never was great at reading morse code).

I'm aware of the reason the light is on the board. My question is in regards to what the blinking code means and why my pc won't boot.
