I want to ask this is if and able to survive to: amd gigabyte rx550 2gb, motherboard ddr2, ram 4gb x2, hdd 2 tera Seagate, windows 8.1 pro .. could it?.. guess about how many watts it needs ..

There's not "guessing" required..... but there is more info needed.
What CPU do you have?

An RX550 is a 75W GPU, probably 50W for the balance of your rig (excluding CPU) + CPU TDP.
That gives you an idea of what the system "could" draw at 100% load.

Then, you'd want to be within the peak efficiency curve of any 80+ rated unit (usually in the 60-70% range of it's output)

Most importantly though, you want quality..... not necessarily a high number written on the side.
Many cheap units are junk (not all), and availablity and pricing differs dramatically by location.

What's your budget & location?
