PC not able to post or boot. Powers up and then restarts. Stuck in loop

Hi people,

Bit of a dilemma here. Started my pc up a couple of weeks ago, ran steam and left the room. Came back in 5mins later and it was stuck in some sort of power cycle loop. It wouldn't post or boot windows.

When I press the power button, I get all mobo rgb lighting, CPU fan starts to spin, then PSU "clicks", CPU fan cuts out, then repeats like in a loop. Mobo lighting stays on during all this.

My rig:

i7 7700k Kaby Lake, OC 4.8Ghz (be quite dark rock pro 3 cooler)

ASUS RoG STRIX 1080ti

32gb Corsair Vengeance LPX 3000mhz RAM (2 x 16)

Corsair HX1000i PSU

Asus Maximus Hero IX

Samsung evo 850 500gb m2 nvme SSD

I bought the mobo, cpu and ram as a bundle from Scan (uk) with the over clock. The Q code reads 00. They said suspect CPU or Mobo fault. I sent it back, worked on their test rig fine, booted up first time. I tried starting it without GPU and SSD, with only 1 stick of RAM before I sent it off. I do not have a PSU to try in the rig as of yet. Anyone experienced anything like this before?

Any help will be appreciated!

I have a very similar problem. I can start pc by taking out 1 memory stick, boot to windows log-in, Shut down, Reinsert Ram. Then good to go till next shut down. Sometimes putting computer to sleep will start the loop also. I have an 17-4790K running 4.5Ghz, 32 GB Kingston HyperX Fury 1600Mhz Blue. Gigagyte Z97X-UD5H motherboard. It doesn't matter which stick of ram I take out or how many. PC always boots once after switching or removing RAM. I know this is not an answer. I have already RMA motherboard and they found nothing wrong. Next I am exchanging processor. Gigabyte said there is a memory controller issue. I am starting to think it is a windows issue but can't be sure because the system doesn't boot to bios. If new processor is...

Not really helpful mate. That is what I am going to do my question was if anybody has seen this before. I also wanted to check it was the PSU as I don't know if it could be some sort of short to ground/earth hence why I'm asking.

Hello Elder. My motherboard Gigabyte Z97X-UD5H and Processor Intel i7-4790K were still under warranty, so I RMAed them and got replacements. I did a clean install of windows 10 pro with only the system SSD drive attached. After installing Windows I added 1 SSD and 1 hard drive. I don't know which one of the three fixed it but after a year of pulling the ram out to boot, it is fixed. I had played around with RAID before but this time I did not use RAID.
