Do I need to format non-system partition after/before Windows reinstall?

Hello.
I have a small question about Windows disk partitions.

On my current build I was using Windows 7 x64 Ultimate SP1. Using two disks:
- SSD ADATA SU800 256GB SATA III for system and most demanding applications,
- HDD TOSHIBA P300 1TB SATA III (HDWD110UZSVA) for games iso, less demanding applications, rest of junk,

So far reinstalled Windows 7 x64 Ultimate SP1 to same clean install of same Win7 iso one time.
After that I've decided to change it to Win10 Pro x64. So I've reinstalled Windows again.

Of course, during install I was formatting then erasing all system partitions but didn't even touched HDD drive partition - transfered it through the Win7 reinstall, now even to Win10. Didn't touched it because I have 458 GB of important files there.

So, the question is:
Should I format the HDD drive when I changed Windows version? Or non-system disk can be transfered and will work without any problems? Or maybe I should just defragmentate it?

Can't find any answer on internet about my question and now I'm a bit worried about my HDD condition - because I've started expieriencing textures/shadows/objects popping in few games (they appear just when are close to player).

The message during benchmarking of HDD partition left me worried too (it happens every time):

"slow device detected reducing io load"

Anyway, benchmark results says it is "outstanding"...

Results:

So, non-system partition/disk should be fully formated after or before WIndows reinstall or not?

Thank You.

By the way, NTFS partitions, both MBR type

You don't have to do anything to any other drives but it's advisable to keep them disconnected while installing OS. By now, you probably have some unneeded partitions on that drive with OS so I would delete them all during installation and let OS make what's needed. Also make sure that SATA is in AHCI mode because if it wasn't that could be your problem with SSD's speed.

Ok, Thank You for answer about non-system partition, good to know that it's not required to format it.

Yea, SATA is on AHCI mode since first booting my mobo. I was deleting all system partitions during my Windows reinstalls (the +/- 100MB ones, all related with system and my SSD) so it's cool there, only keeped HDD one.
The poor rendering pop-ins happens in games installed anywhere - that doesn't matter if on SSD or HDD drive, just saw it few days ago in Witcher 3 big city, only game installed on my SSD.

That started after changing from Win7 to Win10. Or maybe it's just game engines problem and I just didn't paid attention to that details before on Win7?

I will try rolling back nvidia drivers maybe too, just noticed I have newer drivers than on Win7 (nvidia just released them after my reinstall to Win10).
