Okay let's take a step back

1) you have 8GB of RAM installed based on RM (Resource Monitor)
2) Almost every board has video built on, so right off the bat based on your UEFI/BIOS setting that will reduce it by about 1256 (1.2GB) RAM to set aside for video display. If you did reduce it down to 256MB, that will help, but if you just disabled it the RAM is still used because your CPU has the GPU built in (Normal for iCore, APU, etc.)
3) As noted in my previous post the top 3 programs running FireFox + BitDefender + Desktop Window Manager is almost another 1GB
4) Then add in all the other little things like like your desktop, running the NVidia Apps, etc. basically "Make Windows RUN" is unfortunately in a constant state of flux. So while...
Okay just because you don't see ONE program at the TOP of the list saying 16000Mb used doesn't mean you don't have 200 small programs all eating up just 80Mb, that still adds up (80x200=16000). The top three programs already trash 1GB alone and that list isn't totally showing (scroll bar on right showing a LONG LIST).

The normal culprits are malware. I see you have BitDefereder but have you run MalWareBytes and done a full system scan?
You can also sort the right list there (which you didn't ) by memory assigned so you can see what programs are eating up memory and watch for any culprits. Just because you don't see it on the left doesn't mean it isn't still "there"

In case you missed it you can see on the resource monitor that only 3500 mb are being used out of 16gb, and 9500mb are modified memory, im not an idiot, the memory is locked on 80% because not all of my memory is available to me not because there are 200 applications open and that list is shorter than it looks :) the task bar shows memory from the TOP the most memory and orginized to the bottom the LOWEST and you see the bottom application you see is using 19,5mb ram and if you did the match then... 19,5x200 is only 3900 so even if there were 200 applications there then it would not even occupy 50% of my ram

4) Then add in all the other little things like like your desktop, running the NVidia Apps, etc. basically "Make Windows RUN" is unfortunately in a constant state of flux. So while that would make up another 1 1/2GB to as much as 3GB just to run the OS and all the 'apps' (especially if the computer is actively running BACKGROUND HIDDEN programs NOT listed). Some also spike and drop as their timer hits for say check weather for the desktop APP, or scan for NEW updates for STEAM hidden in your tray, and so on.

So that explains the amount of RAM actually 'used' "High load on memory but no applications open" .

Now to further explain why it says "80%" on TM but on RM showing about 50% used (easy to do these days) is if you didn't click on VIEW and change the UPDATE SPEED to HIGH. If it is set on anything else it will 'delay' between what it calculates as compared to what is happening at that moment. So 15 seconds ago when you snapped this screen it may spiked to 80%, but then once it was done saving the image TM would drop down to show 50% usage.

As I demonstrated how 3533MB is in use, if you still feel there it shouldn't be using that much RAM, do some basics:
1) RUN MALWAREBYTES. Antivirus systems don't 'see' Malware.
2) Turn off all the 'apps' in your System Tray in the bottom right corner
3) Turn off any unneeded apps from booting, like for example Adobe launches and repeatedly will keep checking for updates, just as much as JaVa, Steam, Nvidia... so on and so forth and adds up
