Should I Upgrade My CPU [PLEASE READ]

Hello Guys!
Recently I bought a EVGA SuperClocked 1050ti 4GB DDR5 and majority of my games Im not getting the performance I should be getting. Grand Theft Auto V I'm getting 30 - 40 FPS Average playing on 1080p Resolution and High settings ( Even thought optimal settings are Very High ) and I've got a couple other settings off / low aswell. When i checked my Task Manager CPU Performance tab I saw that my CPU is hitting 100% Limit so does that mean bottleneck? Also H1Z1 spikes up to 100% often Playing on Low settings Shadows OFF and Resolution is 1440 x 900 with render quality 100% and averages around 50 - 60 FPS and drops to 40 often even 30 for abit when I hit 100% on my CPU. Just Cause 2 Optimal settings ( Very High ) Im getting 50 FPS average ( High ) 55 - 60 FPS average and its a older game aswell... Any advice If i should upgrade my CPU would help I've been told by EVGA that my GPU is running as expected so must be processor since the charts say 100%. I also overclocked the CPU from 3.3GHz to 3.6GHz and FPS did not increase and was still hitting 100% on the charts.

Specifications
CPU : AMD A8-7650K 10 COMPUTE CORES 4C+6G
GPU : EVGA GeForce GTX 1050ti SuperClocked 4GB
PSU : ( Not sure of brand pc [prebuilt] ) 500w
RAM : 8GB but says 7GB and sometimes 6GB then goes back to 7.94GB.
COOLER : AMD STOCK COOLER

ANY HELP IF I SHOULD UPGRADE THE CPU WOULD VERY MUCH HELP!
ALSO IF YOU COULD RECOMMEND BUDGET [GOOD FOR GAMING] CPUs, MOTHERBOARDs, RAM ( 16GB ) AND COOLERS I WOULD APPRECIATE IT VERY MUCH!

ALSO CHECKED MINECRAFT WHILE OVERCLOCKED TO 3.6GHz and the chart percentages were around 70% to 88% average and for Minecraft a game that doesnt need barely anything for thats quite high in my opinion.

That should put you squarely into Ryzen 5-1400 territory, which would be a big improvement.

I would like to upgrade CPU Motherboard Cooler and Ram for around £300 maybe abit over.
