Question about cpu and ram

Can The CPU failing cause the ram to not be detected? , because I have a bad CPU but the ram is new so I was just wondering if that was the case so I would know to change the ram aswell as the cpu.

Yes it can. All modern CPUs have internal memory controllers (IMC). How's that problem of yours manifesting ? It may not be because of CPU itself but damaged, missing or bent pins in CPU socket (Intel) or pins on AMD CPUs.
