Windows can see Old (personal) files on backup DVD, but won't copy them to internal HDD

i can see files on a DVD that I made as backup in 2003, but can't copy them. I get full details on the files, but Windows 8.1 64 bit won't copy them to a hard drive. I am told "Can't read from the source file or disk."
These are mostly save games from older systems. The type of file doesn't seem to matter. File explorer knows the size of each file and the save date, so there seems to be something intact about the file system. File Explorer says its a DVD RW disk, but its a generic so I can't tell from the disk itself.
But copying just won't work. I've tried different destination drives but no different results.

Instead of windows explorer try dvddecrypter( http://www.dvddecrypter.org.uk/ ).It is a very old program but I have found that it was able to copy from some scratched/old discs when windows explorer couldn't.Use the option to copy as image.

thanks very much for the suggestion. DVD Decrypter doesn't seem to recognize the DVD, so the choice to Read and create an iso file on the HDD is essentially greyed out. I can make the choice of the DVD as the source, then the HDD as the destination file, but the typical options to do something with that are all "decrypt", all greyed out, and produce nothing with clicked.
