Constant Game Crashing and overall slowdown on my PC

In the past months my PC has been suffering some problems. The most notable, is that when playing games, usually more demanding ones, the game crashing after 10 minutes or so. However, I've also noticed that when just either booting up or surfing, it can be very sluggish.

I looked into what potential problems were and the most obvious one was that windows defender was spontaneously hogging 50-80% of the memory. However, I managed to sort that out and it hasn't made any difference. I also did a full scan of the computer and windows did not detect any threats.
My current theory is that something is bottle necking or wrong with my CPU. Maybe not using all cores? I just don't know and am unsure of how to accurately check.

My plan is to do a fresh install of windows and start from scratch. However, does anyone here have any other recommendations that I can do, either before or after? Also besides not having an SSD is there any major issues with the build itself. It's only about a year and a half old.
Thanks for any and all help

Build:
CPU: Intel i5-4690K 3.5GHz

Yea your GPU is getting warm. You might want to check to see where it limits the temps to go just to make sure that its not hitting that then stopping.

Check your settings and go to about this PC. Sometimes it might say that only some of your RAM is usable. That can really slow performance and make windows idle at high memory usages. That happened to me also.

Get the program NZXT CAM and have that open with the graphs while you play. You might see some bottlenecking. It should show you what parts are being most used. Share your results.
