AMD Ryzen 7 1700x using only 5 cores and 10 logical processors

-Checked msconfig( under boot-->advanced number of cores is unchecked).
-Cleared cmos, reset bios.
-Did a fresh installation of windows 10 but still it uses 5 cores ( task manager and AI Suite 3 shows
10 logical processors), tried to set used cores to 6 from BIOS. When i do that pc only uses 4
cores, 8 logical processors). When i change used core settings to Auto it gets back to 5 cores
again..
Can anyone please help me ?

CPU:Ryzen 7 1700x
Motherboard: Asus Crosshair VI Hero
RAM: Gskill Trident-z 32gb(2x16) cl15 3200mhz
SSD: Samsung evo 750 500 gb
GPU: nvidia geforce gtx 1080

Go into power settings and select 'high performance'.

Well got bios on factory defaults and did a clean installation of windows( formatted the ssd and installed win via usb) . Still 5 cores 10 logical processors.. The weird part is you can manually disable 2, 4, or 6 cores but my cpu has 3 locked cores now..
