Gpu not working as good as it used to work

So i have a lot of issues the last time with my gpu and i allready asked a few times on here for help and it was useful but i really have a feeling it doesn't work as good as before i have a MSI Radeon R9 390 8GB Gaming and i recently installed older drivers because the card was working only at core 300MHZ and mem 150MHZ so after downoalding the older drivers my fps increased but before i even had this issue i have a feeling that my fps was much higher and without so many drops as now i really hope someone can help me because im out of ideas like by a mile

Run a monitoring program while you game and you might see some bottlenecking. I use NZXT CAM to monitor gaming. See if a part is getting close to 100% usage.

my gpu does this thing where it like spikes up to an 100% and than is drops to 0 and it does stay down for a bit and then it spikes again the rest is simulare my cpu is like at 75% the most of the time and i didn't see it spike up or maybe once to 100% but not constant

It could be that your GPU is bottle necking. I also sounds like thermal throttling. When the GPU gets to hot it will slow for a second to try to cool itself back down. See what your temps are like during that. It might be running at close to the max temp you set it for.

the tems are around 60 - 64 but the spikes arn't always on the 64 mark and they drop at 62

Wich i also find really weird is that all the info is at 0 if i want to look at it

i actually don't think that is the problem it is indeed high too high indeed but it never had a problem unless i cooked it and its done but i don't think that that is the case i i've been trying to overclock it on wattman and it showes me that only the core clock is not going any higher then 900 MHZ and the gpu is at 0% most of the time i thinkt the problem is or the gpu it self or my psu wich is a 650 Watt what should have been enough for my gpu

Is there a way to lower it? i Just took a look at the cooler it looks fine nothing out of place i took the cooler off aswell but nothing iswrong with it but i am wanting to buy a new processor anyway i don't know if that will fix the temp
But is this also the problem that makes my gpu worthless? Cause it is rzally strange to see it preform so bad like a week ago it didn't had any issues

Well your CPU could be causing this issue. If it cuts back on performance it can spike the GPU. What CPU and Motherboard do you have? Please just list your specs.

When dealing with an APU, it is sometimes hard to get an accurate core temp with 3rd party software. He best way to verify core temps with an APU is by using AMD's Overdrive: https://www.techspot.com/downloads/4645-amd-overdrive.html
Run it and go to CPU STATUS. Check what the Thermal Margins are for the cores. TM is the distance remaining until the CPU reaches the point where it will throttle back its speed to cool down. At load, the TM should still be in the double digits to have sufficient headroom remaining.

APU's tend to not be as accurate when reading temps but 120 still is way to hot to be safe. I recommend trying to limit that or replacing the CPU cooler. Is the thermal paste all dried up? Its still not good to have it that hot. As for your GPU issue it might be bottle necking with your CPU as its a low end CPU paired with a high end GPU.

Sorry for my late reaction.
So you say if i would change my cpu to lets say a athlon X4 880K i would be fine ofcourse i need another fan for it aswell to get the heat of it's back and if i would do this will the bottleneck stop then? or get less? and i checked how i looked by my cpu and the paste is dry so i need to get some of that as well so i'm planning to do all of this new cpu, new cooler and paste would this solve my problem?
