Zotac GTX 1070 Mini not detected by system

Hello, I recently purchased a used GTX 1070 and received it the other day. I made sure to get pictures of the card working from the seller before I committed to it. Since I was upgrading from a 1060, I figured I could just drop the card in and it would work no problem. Unfortunately, this has not been the case. On boot, the card's fans will spin up, then shut off, as normal. However there is no output, and going into the BIOS with the HDMI cable plugged in to the motherboard shows the PCI slot as being empty. I put my 1060 back in to see if somehow I broke the PCI slot, but it works just fine. I updated to the latest NVIDIA drivers and updated the BIOS on my motherboard. The only thing I can think of now is that somehow a single 8-pin cable doesn't have sufficient voltage to drive the card, and I should get a 2x 6-pin to 8-pin converter. I am using an EVGA 650GQ PSU, an MSI B150M Mortar mobo, and an i3-6100 (I have an i7 in the mail). Any suggestions would be greatly appreciated. Thanks!

It could be a dead GPU but I recommend careful trying to clean the PCI-e slot on the GPU in case they have dirt or dust on them. I also had this problem with a dead CPU but if it works with the other GPU the only thing it could be is a bad GPU. Try to clean the contacts or contact the seller. Really sticks man hope you get it figured out. Good luck :)

you need to completely remove all drivers

then swap cards and install newest drivers

Jack: I will try cleaning off the contacts on the PCI-e slot. Luckily, the seller has been very understanding and agreed to take the card back if I can't figure out the issue.

maxalge: I attempted to do so, however the system doesn't even see the 1070. The newer version of the NVIDIA drivers won't allow them to be installed without a card being detected. It's as if the card is just not turning on, since I wouldn't be able to use the integrated graphics on my CPU.
