I'm using a 1300x and I set it to 3900 and the voltage to 1.3 in the bios and in Windows it says 3.9 and in cinabench but the score is the same as stalk but CPUz shows stalk clock and volts what's causing this I'm using a msi a320

All motherboard have OC settings unfortunately, however they do not advertise that the motherboard can overclock. You can't overclock with that chipset

Depends your budget and what you are planing to use the computer. If it's for multitasking, gaming, I would recommend the Ryzen 1600. However if it's for work I would get the mini itx as intel doesn't have more than 4 cores.
I would probably say $200 is probably max I do have a z170-hd3 I was planning on selling if spending to much I might as well get the 6600k or something similar
The system is basically a secondary pc for home media and portable usage and some 1080p games. Plan on steaming I'll probably just use a elgato for its recording
