CPU high temps

My CPU is overheating I can clearly see that using MSI afterburner. The temps go up to min 45C on idle and max 89C when playing games. So this is definitely not healthy. I was just wondering which cooler would be best to bring the temps by about 10 degrees down so that it is about 35C on idle and 75ishC on high load.

The steps I have taken so far is dust cleaning, for all of the hardware and I've put a new fresh layer of thermal paste which didn't do anything to bring the temps down. The GPU is running at 29C on idle and 60C on high load which is what I would hope for my CPU. This has been bugging me for quite some time and I don't want to buy a cooler because I literally don't know which would be best.
The cooler I have now is just not good enough is it?
