broken cpu/mobo/psu? desktop not turning on

background: Last 2 months, my kind of old desktop started to act up weirdly. It only boots up after 2-3 minutes i clicked the power button. there are no "no signal" in the monitor though. when it takes forever to boot, reseating cmos, ram and some connectors usually fix it. this week the delay, vanished.

Yesterday, numerous power disruptions were experienced in our house due to thunder storm. Today, while using the desktop, It suddenly shut off. tried to turn it on, it does nothing. reseating does nothing, there are no light(except mouse), no fan spinning. I tried turning it on multiple times, until i smelled a burnt/freshly-soldered smell with warmness in the fan hole of the psu.

Is it the A.V.R.? no, my monitor still works.
Is it the cable? no, i used my monitor cable and it still doesnt turn on.
Is it the ram? probably no, because if it's ram, theres a momentary light indication and fan movement. theres none. unless, im wrong.
Is it the gpu? no. i dont use the gpu, i use onboard graphics. tho the gpu consumed power it still doesnt work for my vga cable.

kind-of-old set-up:
*Mobo - gigabyte Ga-m68mt-s2
*Cpu - amd athlon ii x2 3.0ghz
*Psu - startech p4-450w (probably generic)
*avr - 'secure' brand (generic)
*gpu -* onboard graphics
* hd 4350 600m 1gb(unused but seated and heats up)

additional notes:
*I had this pc for more than a year, but from my brother, its probably about 3-6 y/o now
*the CMOS battery is also about more than a year old
*I commonly leave the case open for air circulation(my room is hot and climate is hot) and it causes a lot of dust accumulation
*I only use it for light-mediumly light games, school works, digital art, browsing, downloading, data backup and video watching.
*I commonly leave it on overnight, sorry.

Questions:
1. what do you think is/are the faulty part(s)?
2.do i need to replace them?
3.cant i use generic parts? since i dont plan to use it for heavy tasks and the other parts are mostly generic too. why?

UPDATE:I changed the psu with a good one. Turning it on, the psu fan doesnt spin. Does this mean that my mobo/cpu is broken??? please help!

My first thought would be a failed PSU.

And leaving the case "open" can be counterproductive. Not only are the inner components exposed to dust, dirt, bugs, etc., the airflows may not be as they should be and components start to overheat. May be just a small amount but heating and cooling cycles are an enemy of electronics.

If viable try another PSU. Maybe 500w or more.

The "good" psu is newly bought. I just tested both psus and it passed the paperclip(i didnt do this first since i wasnt aware of it). before, there was still light on my mouse. now there are no lights. If im not wrong, the reason a psu wont run would be because the ground(green) wire isnt connected to a black wire. then what is causing the gap between those two? the mother board? or the cpu?
