Memory at 99% in task manager even though not running much

For the past 3 days my ram has been staying at 99% for no reason, but once I restart my computer it fixes the problem for a couple of hours. I've read other posts about similar issues, but have yet to find a solution. I will post a pic of my task manager when the problem occurs again. Any ideas?

What is running in the background? Does it gradually climb to 99% or just go straight to that? I had this once and it was because a program I was running had a memory leak so it could be that

It is a gradual climb to 99%. I usually only have google chrome, steam, discord, and spotify open. I usually restart my computer and it is fixed, but then gradually climbs back up.

It takes a couple of hours to eventually get to 99%. Because right now I restarted my computer roughly 2 hours ago and it is currently at 61% memory usage with only google chrome.
 


Sounds like a memory leak.
In computer science, a memory leak is a type of resource leak that occurs when a computer program incorrectly manages memory allocations in such a way that memory which is no longer needed is not released.

The resource monitor is probably your best place to find where the problem is. The task manager is a good place to start.

Is that amount of memory usage normal? Like it says, Chrome can develop memory leaks. With 15 tabs open I am using a little less than 500MB. Exporting your bookmarks(https://support.google.com/chrome/answer/96816?hl=en ) and then uninstalling, rebooting and reinstalling Chrome can help. What would that hurt? Nothing imo. Nothing would be lost. Syncing is quick as well. It would prove your presumption true or false.

When you take a screenshot of task manager and post it on here make sure to click on memory so that it's showing what programs are using the most RAM because at the moment CPU is selected
 


Looks normal. Similar to my current usage.

:D No clue. Looks like Chrome sprung a leak to my untrained eyes. After it's reinstalled are you back to 99% after a while?

I don't think I am trying to define insanity just yet. Do you know where Chrome is installed? After you uninstall it make sure you find all traces of Google Chrome and manually delete them. That means Using a registry cleaner like Ccleaner has.

Apart from Chrome I don't see other programs raising their hands saying IT'S ME!!!.

Curiouser and curiouser.

Just uninstalled and deleted the entire Google folder. Nothing changed.
