There is no way to change it so this is just a theoretical question. There is a lot of r&d done to determine what bit width the memory bus needs to be vs the gpu's performance, architecture, etc. So for the most part, you shouldn't see any.

Clock/bandwidth isn't sufficient to judge any of this in itself. It's a bit like asking which car is faster while providing only the size of the gas tank and the miles per gallon.

You have to compare *specific* GPU families and models.
