I am planning on buying this motherboard.

https://www.asus.com/us/Motherboards/PRIME-Z270-A/

My question is it says it supports 2133 DDR4 ram and also supports up to 3866 MHz overclocked with a multitude of frequencies in between. What I'm not understanding or able to find a definitive answer to is when you over clock to 3866 or 3300 MHz etc do you need to buy ram rated at 3866 or do you get 2133 MHz and it can over clock that to 3866. My understanding of over clocking is you don't buy a 5.0 GHz CPU when you want to over clock to 5.0 GHz. Does the same thought apply to ram?

It is almost true. But keep in mind you can't oc the 2133mhz ram to 3866mhz.

Recommend to buy the 3200mhz, because it has the better price/performance ratio, like the G.Skill Trident Z DDR4-3200, C14, you can oc to 3600mhz too if you want. If the budget is not the issue, you can buy the higher frequency memory, because the intel PC will like the high frequency memory.
