HI i just bought this cpu 2 days ago and i noticed that the cpu temp (according to core temp program) got up to 80c when i was playing the witcher 3 for some time. I then read alot of posts in here with people having the same issue and supprisingly its very common for this cpu. All of the sudden while reading my temp went up to over 100c even after i closed everything down, so i had to turn off my pc. Next thing i did was i opened my pc and reaplied the thermal paste exactly according to guides. First removing the old thermal paste with a coffe paper filter with 83% alc (Alzogel) on both the cpu and the cooler. Then i put a pea size thermal paste on the cpu and reattached the cooler according to another guide. I then started up my pc but i had the same issue. Then i went in to the bios and in the options -power saving mode--normal mode--Asus optimal mode- i choose Power saving mode (i don't think its called power saving mode but something like that) that reduced my voltage from 1.2/3 with auto voltage in the witcher 3 which uses 40% cpu usage to 1.06. Then i went in to the advanced mode in bios and disabled the turbo mode. Now it is running with 1.06 voltage and 4Ghz and getting a temp of 60-70c (according to core temp) in the withcer 3 (40% cpu usage).
I am using the stock cooler for this cpu and i am thinking about getting a new one now.

My question is do i need to buy a new cooler when 40% cpu usage gets a temp of 60-70c .

What is a good temp place to be at with this cpu

When we are talking life-reduce, how long does a cpu usually last and how much life reduction can temp cause

If i do need a new cooler what cooler would be good and get along with a B86M-G mobo budget is 200$ max.

Is it safe to use this cpu for games until i get a new cooler and if yes, do you think i can use it on games over 40% usage aswell?

Air Flow Through my case.

My fan on the right side of the case sucks air in straight to my cpu fan and a fan in the back under my PSU blows air out. My gpu sucks or blows ( i don't know if fans on gpus sucks or blows :p) in the bottom of my case.

Never had issues with my gpy temp.

Specs.
B85M-G Mobo
gtx1060 6gb Gpu
i7-4790k Cpu
stock cooler from cpu (don't remember the name)
Don't know the name of my PSU

30-40c idle temp watching youtube or netflix.
50-55c on games with 20-30% usage.
60-70c on games with 40-50% usage.
Based on cpu with Power saving mode on and turbo off.

Ambient temp i don't know but i know my room is allways about 20-30c.

35-45c idle temp.
55-65c on games with 20-30% usage.
65-80c on games with 40-50% usage.
Based on cpu with normal mode in bios and turbo on.

I want to be able to run on atleast normal settings in Bios (not power saving mode) and turbo enabled without getting too much heat.

Thank you for your help and i am sorry if i repeat myself alot. This might be a little confusing as I am writing this off my head :)

Also English is not my native language.

Those are normal temps for the stock cooler. But the stock Intel cooler simply isn't good enough for that CPU. Get yourself something like a Cryorig H7. It shouldn't have any issues with clearance. PCPartPicker part list / Price breakdown by merchant

CPU Cooler: CRYORIG - H7 49.0 CFM CPU Cooler ($34.89 @ OutletPC)
Total: $34.89
Prices include shipping, taxes, and discounts when available
