7740x random temps on idle with spikes

I recently upgraded and I should have done more research. I ended up buying a 7740x by recommendation and I am finding a lot of negative posts online about this chip. My build

I7 7740x never overclocked a CPU so everything is stock
MSI x299 Tomahawk Kaby Lake
GTX 1080 SC
32 Gig G.Skill Trident
Corsair 570x 3x sp120 front intake 2x exhaust at top and 1x exhaust out back
Corsair h80i liquid CPU cooler mounter at front behind the top fan push/pull
Plextor 512 gig m.2 , kingston 120 gig SSD , 2 x HDD
Corsair 1200i PSU

I have done many Intel builds over a 15 year period and never payed much attention to temperatures but these ones seem inconsistent especially because I bought liquid cooling
In OCCT I am getting idle temperatures between ( 27c - 61c ) and in Intel Extreme Tuning BenchMark I get a package max temperature between ( 77c - 81c ) I am by far no expert but these seem high for a brand new CPU that has no overclock. Also during idle the temps spike from (31c - 51c) randomly. The only thing I see that is weird is that the CPU reads as 4.3 ghz in BIOS and 4.5 ghz in MSI apps. Thank you kindly for any help or guidance that is given.

So it's normal to see that. The bios thing is a base clock. Random temps, maybe it's a malfunctioning temperature sensor. Btw if it's not showing more than 90 everything is fine.

Solution
If true idle is only 30-33C, that would be fine; any activity at all from Windows would cause a rapid increase in temp roughly proportional to the ramp up in clock speed...

77-81C would seem a tad warm for within Intel Extrme Tuning Benchmark...; however, I don't know what readings would be normal for an H80 assuming a quality paste were applied.

You might try a thinner layer of either Noctua's paste or Arctic Silver, etc...; then make note of temps at initial power on, versus temps after 1 hour of typical use. Many seem to think that the smallish radiators will give better cooling that a large conventional heatsink, but, I'd disagree....

In any event, you are 20C below throttling temps, so try a 2 hour session of Battlefield 1, and see what the temps get to: if under 70C, I'd not worry about it...
